Cloud

On Standard, Premium, and Enterprise plans, you may license up to 35,000 users per site for Jira Software and Confluence.

For Jira Work Management Standard, Premium and Enterprise, you may license up to 10,000 users per site.

For Jira Service Management Standard, Premium and Enterprise, you may license up to 5,000 agents per site. There is no limit on the number of Jira Service Management “customers.”
